The Second Chance for Ex-Offenders Act is a bill that amends the federal criminal code to allow former convicts to file a petition to expunge their conviction record for certain nonviolent criminal offenses. I'm sure the definition of said crimes will be clear and without loop holes as to insure the safety of all American citizens. Is a sin not a sin? Is a crime not a crime?
